Overview

DDTC is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). DDTC regulates temporary and permanent exports and the temporary import of defense articles, defense services, and technical data involving items on the United States Munitions List (USML). DDTC regulates the brokering of defense articles, defense services, and technical data. DDTC maintains the registration of manufacturers, exporters and brokers and issues export authorizations. DDTC administers the commodity jurisdiction process, a formal USG decision process to determine which specific items are controlled by the USML or by the Department of Commerce’s Export Administration Regulations. DDTC ensures compliance with the ITAR and AECA through its support of criminal enforcement actions undertaken by the Department of Justice, civil enforcement actions initiated in-house, disclosure program through which companies are encouraged to report violations they have discovered, and pre- and post-license checks to confirm that goods are being shipped as authorized by the export license.

Responsibilities

Business/Data Analyst:

  • The incumbent serves as a Business Analyst. In this position the incumbent is a subject matter expert responsible for assessing DTCL’s operations by evaluating reports, systems, and operating procedures and recommending solutions based on analysis.
  • Analyst works under Intermittent Supervision: The government makes assignments by defining objectives, priorities and deadlines, and assists the contractor with unusual situations that do not have clear objectives. The contractor plans and carries out successive steps and resolves problems and deviations in accordance with instructions, policies, and accepted practices. The government reviews the work for technical adequacy and conformance with practice and policy.

Duties:

  • Conducts research, analyzes data, identifies trends, and prepares reports.
  • Conducts statistical and other quantitative analyses as required to help evaluate various issues, trends or risks in defense trade processes.
  • Manages data related to organizational performance, internal and external workload drivers specific to the organization.
  • Collects and organizes information to determine program requirements and provides observations and recommendations to senior leadership for development/improvement of policies and procedures.
  • Drafts new or revised policies and procedures
  • Identifies potential process flow improvements and recommends proposed changes to
    processes and standard operating procedures.
  • Works collaboratively with internal stakeholders, technical staff, and senior leadership to
    define technical solutions to solve business needs.
  • Hosts or attends meetings to discuss the impact of planned program decisions on relevant
    processes.
  • Develops and defines project scope and objectives based on both user needs and a good
    understanding of business systems and requirements.
  • Builds requirements to accurately and thoroughly capture business needs or ensures user
    stories are concise and complete.
  • Updates system requirements specification documents or other requirements related
    data/business process models, reporting them back to stakeholders.
  • Facilitates the negotiation of requirements amongst stakeholders and senior leadership.
  • Helps stakeholders envision how their processes will change with implementation of
    solution.
  • Effectively communicates and provides training to personnel to ensure successful
    functioning of newly implemented systems or procedures.

Qualifications

Experience and Qualifications:

  • Bachelor’s Degree or combination of education and experience Information Technology field
  • Preferred Agile experience, methodologies and tools.
  • Experience using Structured Query Language (SQL) and Data Visualization (e.g., Visio, etc.)
  • Demonstrated ability to research, evaluate, and analyze policies, procedures, and methods.
  • Demonstrated ability to work with short-fused actions, meet deadlines, manage time, and achieve milestones and deliverables.
  • Experience in developing requirements.
  • Experience in writing technical documents.
  • Detail-oriented with strong project management and presentation skills.
  • Strong customer-service focused skills.
  • Strong interpersonal and partnering skills.
  • Strong written and verbal communication skills.
  • Self-motivated and able to motivate team members.
  • Expert in basic Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.
  • Proficiency in OneNote, OneDrive, SharePoint, Access, and Teams.
  • Preferred experience with Tableau.
  • May be required to travel within CONUS and/or OCONUS.
  • Requires at the minimum, a security clearance of Secret with the ability to obtain a Top Secret or Top Secret/SCI at the request of the COR.
