Overview

The Bureau of Budget and Planning (BP) carries out the principal responsibilities of preparing and submitting the Department's budget requests, managing the Department's operational resource requirements, and ensuring that operational planning and performance management is synchronized with the Department's resource requirements. As the central planning and budget bureau, BP coordinates all Department budget execution, and presents the case for diplomatic engagement resources to the White House Office of Management and Budget (OMB) and the Congress throughout the budget year. BP provides a central point for the Department’s Strategic Planning Process, the Annual Performance Report, and the Annual Performance Plan. The purpose of this effort is to provide operational support to BP in the areas of program analysis and project management.

Responsibilities

  • Provides strategic planning and operations leadership for critical enterprise level projects to include:
  • Expert level guidance in the areas of technology integration, acquisition strategy, data management, process re-engineering and/or manpower planning.
  • Strategic support in the areas of policy/process analysis, stakeholder analysis, innovation strategy, and organization strategy and design, and performance measurement.
  • Authoring of project plans, briefings, and reports to support business operations and planning activities.
  • Support the development of business and technical requirements and related acquisition documents to include Statements of Work, Market Research, Independent Government Cost Estimates (IGCEs)
  • Support of executive level presentations, briefings, and demonstrations.
  • Oversight of project phases from project planning, acquisition, and deployment through to final completion
  • Management of projects elements to include risk, schedule, cost, and scope”
  • Provides high level advice, develops and submits analyses of proposed processes in response to complex problems/issues.

 

Qualifications

  • Knowledge of the principles and methods applicable to researching, analyzing, writing, editing and presenting complex statutory or regulatory material and related issue/policy memoranda and interpretations.
  • Experience or knowledge of budgeting and/or financial systems
  • Knowledge and experience in evaluating and interpreting statutory and regulatory requirements and for determining the consistency of policies, standards, directives, interpretations, etc. related to those requirements.
  • Significant education and/or work experience related to statistical and research
  • Experience in tracking document flow and clearance processes and distribution of documents to appropriate
  • Experience in program administration, operating procedures, oversight and
  • Facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database
  • Excellent, timely and precise organizational skills and multi-tasking
  • Excellent critical and creative thinking and analytical
  • Excellent written and oral communication
  • Excellent ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work
  • Excellent ability to also have a flexible, team-oriented approach to
  • Excellent ability to build and maintain strong working relationships with
  • At least 5 years of work experience preferred (can trade out some years for education qualifications). Bachelor’s Degree required in field relevant to subject matter at issue.
  • Required to be a United States citizen.
