Overview

The Bureau of Budget and Planning (BP) carries out the principal responsibilities of preparing and submitting the Department's budget requests, managing the Department's operational resource requirements, and ensuring that operational planning and performance management is synchronized with the Department's resource requirements. As the central planning and budget bureau, BP coordinates all Department budget execution, and presents the case for diplomatic engagement resources to the White House Office of Management and Budget (OMB) and the Congress throughout the budget year. BP provides a central point for the Department’s Strategic Planning Process, the Annual Performance Report, and the Annual Performance Plan. The purpose of this effort is to provide operational support to BP in the areas of program analysis and project management.

Responsibilities

  • Assists in technical review of assigned budget processes, such as budget justifications; presentations; talking points; questions and answers; and reports.
  • Contributes to the formulation of the Department’s annual budget request assisting the coordination efforts within the bureau in the development of narrative justifications linking budgets to levels of program effort.
  • Contributes to the drafting of responses and provides information, explanations, and clarifications that respond to Department, OMB, and Congressional questions and inquires. Provides factual and concise information for use in defending the budget submission and budget request. Contributes to the development of briefing materials for the budget submission, including Congressional hearings, testimonies, and staff briefings.
  • Researches, compiles, and summarizes data to support the formulation of Reports.
  • Assists in the drafting and review of guidance to bureaus concerning the budget, operating plans, and reprogramming’s.
  • Perform a wide variety of writing and editing services in a wide variety of styles for a wide variety of audiences.

Qualifications

  • Facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database
  • Excellent, timely and precise organizational skills and multi-tasking

  • Excellent written and oral communication
  • Excellent ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work

  • At least 5 years of work experience preferred (can trade out some years for education qualifications). Bachelor’s Degree required in field relevant to subject matter at issue.
