Overview

The position is located in the Office of the Executive Director (EX), Bureau of Overseas Buildings Operations (OBO), Department of State (DoS). OBO is responsible for providing safe, secure, well maintained, and functional facilities for the conduct of U.S. diplomacy and the promotion of U.S. interests worldwide. EX provides executive management and administrative services to all offices within the Bureau, both domestic and overseas, including human resources management, information resources management, security records management, and general services; advises the OBO Director and Principal Deputy Director on issues related to these services; coordinates and communicates with the other Bureau offices on overall Department and Bureau management and administrative policy requirements; and designs, develops, implements, enhances and maintains Bureau administrative systems.

A Lean/Agile Portfolio Manager should have a passion and perseverance for improvement. They must be a great communicator, adaptable, innovative, a problem solver and a tactful diplomat. They should have a logical and analytical mind and be able to understand and respond to the business' needs in a rapidly changing environment.

 

The portfolio manager will work with both technology-focused and business-focused agile teams and agile release trains (teams of teams) in planning and executing work delivering value to the organization. Key functions include supporting clear and objective prioritization of work items, aligning work with high priority strategic goals, decomposing, and clarifying business value for technical work, as well as developing and using metrics to improve team and train performance.

Responsibilities

  • Governing portfolio efforts in a Scaled Agile
  • Ensuring Scaled Agile governance processes and decisions are applied
  • Creating and maintaining lean portfolio
  • Partnering with portfolio managers to develop and review lean business cases, linking business benefits to investments for funding and allocation requests.
  • Institute and support community of practice operations across stakeholder
  • Delivering Lean Agile workshops to OBO staff in accordance with LACE
  • Gathering and analyzing portfolio level performance metrics, to forecast capacity so realistic commitments can be established to deliver on priorities.
  • Coaching and communication to teams and team members to clarify roles/expectations and to resolve blockers.
  • Facilitating and preparing for team and train and enterprise level ceremonies, such as: value stream mapping, ART coordination, sprint/iteration planning, backlog refinement, sprint/iteration review, team standups, team retrospectives, Quarterly PI Planning, Scrum of Scrums, and other meetings as required.

Qualifications

  • Required to be a United States
  • 5-7 years minimum experience in an execution role on an agile team (e.g., Scrum Master, Release Train Engineer, or Product Owner).
  • Proven track record of success executing in an Agile environment and scaled agile implementation at a large organization.
  • Ability to communicate with all levels of the organization and the ability to deliver sensitive/difficult information tactfully.

  • Task and backlog management tools (Kanban or Scrum boards)
  • Reporting and analytics (agile dashboards and progress reports)
  • Team collaboration tools (communicating updates, shared task lists, feedback, and assignments)
  • A Bachelor’s degree from an accredited institution and seven (7) years of related experience
