Overview

The Bureau of Educational and Cultural Affairs’ Monitoring Evaluation Learning and Innovation (ECA/P/MELI) Office has a requirement for multiple full-time support contractors providing support services as a Mid Level Analyst with three plus years of experience in monitoring and evaulation. 

 

The analyst will provide contract support to ECA/P/MELI, the Mid-Level Analysts will provide a number of office management roles that directly and indirectly assist a team of Civil Service staff who work on an array of monitoring and evaluation (M&E), learning, capacity-building, and innovation activities on behalf of the Department of State’s Bureau of Educational and Cultural Affairs. ECA/P/MELI has been at the forefront of the Department of States M&E efforts since its creation in 1999. MELI works closely with program officers and senior leadership to identify programs to be evaluated based on administration, Bureau, and program office priorities, helping to ensure effectiveness of ECA programs and accountability to Congress and the American taxpayer.

 

 

Responsibilities

  1. Work with ECA program offices and MELI staff to create surveys of ECA exchange participants
  2. Support the monitoring of ECA programming;
  3. Conduct research on learning agenda questions
  4. Assist in the creation of monitoring and evaluation tools and templates for internal ECA staff
  5. Conduct quality assurance tests on surveys, data entry, and question selection;
  6. Manage evaluations (including assisting in the development of data collection tools, reviewing and disseminating reports, and working on follow-up Action Plans);
  7. Conduct evaluations both with the internal MELI team and with external contractors
  8. Create data placemats and other visualization products
  9. Assist in conducting trainings and capacity-building activities for internal and external stakeholders
  10. Assist in various general office administration duties as assigned 

Qualifications

  • Master’s degree in a science or social science field relevant to evaluation and performance measurement of ECA exchange programs, such as: sociology, political science, public policy, international development, statistics, or a professional degree;
    • Will accept a bachelor’s degree with additional experience.
  • At least three years of work experience conducting monitoring and evaluation of public diplomacy and/or foreign assistance programs;
  • Experience creating standardized, web-based performance measurement surveys with experience in Qualtrics preferred
  • Experience analyzing monitoring data;
  • Experience with M&E reporting through analyses of quantitative and qualitative data (involving various data sources);
  • Knowledge and application of statistical data analysis and data management software (e.g. Excel, SPSS, or other statistical software);
  • Experience managing and/or conducting evaluations.
  • Knowledge of or familiarity with ECA Bureau and Department of State objectives and mandates;
  • Ability to work with limited supervision;
  • Ability to multitask, prioritize and deliver high-quality, accurate work within targeted deadlines;
  • Ability to successfully work as a team to accomplish all tasks;
  • Ability to be sensitive to the confidentiality of information shared by senior managers and other staff;
  • Highly motivated with good analytical and problem-solving abilities; and
  • Ability to obtain and maintain a security clearance at the Secret level (candidate with clearance preferred)
