Overview

The contractor provides expert advice on all aspects of position classification/management and prepares Position Descriptions (PDs), evaluations, and FLSA documentation for a wide variety of Administrative and Management, Professional and Scientific, and Clerical and Administrative Support positions; however, there may be occasional call for Senior Executive Service, Senior Foreign Service and Wage Grade positions as well. Additionally, the incumbent performs desk audits, supervisory interviews, and other fact-finding as needed.

Responsibilities

  • Provides expert advice to management on position management/classification issues.
  • Researches and prepares PDs and evaluations for a wide range of positions, including one-of-a kind positions and positions where classification standards do not recognize the technological changes that have occurred, and recommends the appropriate title, series, and grade(s). In cases where the requested title/series/grade are not justified, prepares a classification advisory outlining the issues with the request and, where appropriate, recommendations that could achieve the desired outcome
  • As required, prepares documents such as FLSA assessments, SES justifications, and other documents.
  • Uses questionnaires, employee and supervisory interviews, and other materials to conduct desk audits.
  • As requested, reviews organizational restructuring and reorganization plans and provides advice on any position management/classification issues noted.
  • Collaborates with management to develop PD
  • As required, attends meetings, typically using Microsoft Teams
  • Remains up-to-date on any contractor or DOS-required training.
  • Performs other duties as assigned.

Qualifications

  • Expert knowledge of the full range of position classification/management principles, guides, and policies in order to provide expert operational and advisory support to management on the full range of issues.
  • Interpersonal, oral, and written communication skills to prepare PDs, evaluations, and other documents; interact effectively with management and staff; and tactfully explain and defend recommendations.
  • Experience with SES/SFS and/or Wage Grade classification processes is desirable but not required.
  • The contractor must be a U.S. Citizen.

  • The contractor must be willing to attend meetings via Microsoft Teams, telephone, or, in very rare cases, on-site at Department of State facilities.
  • The contractor must have an active Secret clearance
