Overview

Unami is looking to hire a QCSM/SSHO. The QCM is responsible for leadership, direction, management and the execution of the Construction Quality Management Program for projects at a specific location. The Quality Control Manager assures that installations comply with the applicable plans, codes, standards, specifications and construction practices, including the timely completion and collection of inspection and test reports as required. The QCM will also act as the project Site Safety & Health Officer, (SSHO) on the assigned project. The Site Safety & Health Officer (SSHO) is responsible for the overall safety requirements on a project.

Responsibilities

  • Collaborate with engineering with regards to specification driven quality requirements.
  • Establish and communicate project quality requirements to the project management team.
  • Collaborate with the project management team on the set-up and implementation of key processes and application methods.
  • Develop and issue project specific quality requirements and an inspection and test matrix based on specifications, codes and jurisdictional requirements.
  • Responsible for managing and implementing project, “Special Inspection” requirements
  • Confirm conditions adverse to quality are identified, documented, disposition and tracked through acceptance and closure.
  • Support the Corrective Action resolution process.
  • Review and confirm compliance of subcontractor Submittals, Inspections and Test Plans.
  • Support project sites in confirming quality metrics are consistently tracked and reported.
  • Support the development of project turn-over packages and confirm they are populated and correspond to project activities.
  • Comply with all Safety & Health requirements and monitor construction activities to ensure adherence to safety standards.
  • Conduct personnel and equipment inspections daily.
  • Conduct safety orientations and meetings with personnel at the jobsite.
  • Conduct mishap investigations.
  • Maintain applicable safety reference material at the jobsite.
  • Attend pre-construction conference, pre-work meetings, and three phase inspection meetings.
  • Assisting in the creation of site-specific documents required by USACE Health & Safety Manual, EM 385-1-1, Accident Prevention Program (APP), Fall Protection, Excavation Plans and Activity Hazard Analysis (AHA).
  • Working on the contractor's project management team to ensure that the QC, APP, EPP and AHA are implemented, continuously monitored, and enforced.
  • Conducting safety training for all personnel, including new employee orientation, refresher training, toolbox talks, and on-the-spot training.
  • Ensuring that activities comply with OSHA and EM 385-1-1 regulations, as well as company policy, insurance requirements, and any other applicable standards.
  • Review subcontractor and third-party safety policies and coordinate compliance with site safety procedures.
  • Conducting regular site inspections as required by EM 385-1-1, recording violations, and arranging for remediation (as well as completing all related reports, documentation, and paperwork).
  • Coordinating a response to any on-site emergency, which includes interfacing with off- and on-site ER personnel.
  • Investigates any incidents involving personal injury, property damage, safety violations, or unsafe working conditions.
  • Developing new safety policies, refining existing policies, and modifying design requirements with the management team.
  • Ensure subcontractor compliance of all safety requirements.
  • Ensure on-site use of ALL Personal Protective Equipment, (PPE), and that PPE is valid and in serviceable condition.
  • Remove personnel not wearing proper PPE or are a safety risk.
  • 5 continuous years of construction industry safety employment (ie, supervising or managing general construction by managing safety programs/processes, conducting hazard analyses, and developing controls), OR 5 continuous years of similar employment in general industry, OR
  • 4 years of experience with one of the above, in conjunction with third-party SOH-related certification that is nationally accredited (through ANSI or NCCA) Education per the EM 385-1-1.

Qualifications

Education and Experience:

  • 4-yr college degree preferred but not required. Desirable study concentration in construction management.
  • 10 years of documented experience working on commercial and or industrial construction projects as an SSHO.
  • Ability to read and understand construction documents including design drawings, details, schedules, and specifications.
  • 8 hours of continued education per year for a total of 5 years.
  • Experience in implementing Accident Prevention Plans, and current EM385-1-1.
  • Applicant is required to be a U.S. Citizen.
  • Valid Driver’s License.
  • Experienced managing multiple projects.
  • Experienced in reading and comprehension of design documents including design drawings, shop drawings, specifications, and submittals.
  • Experience reviewing, understanding and submitting project submittal data to the government.
  • Previous management experience, a plus
  • Strong knowledge of construction methods and safety law.
  • Strong knowledge of quality control regulations, and safety regulations.
  • Computer literacy, excellent communications with other employees, subs, clients.
  • Experience working with the US Army Corps of Engineers Resident Management System, (RMS).
  • Experience utilizing Procore Project Management Software.
  • Certifications in OSHA 30, Construction Quality Control Management (CQM), First Aid and CPR.
  • Additional 40 hours of safety training beyond the 30-hour OSHA course.
  • Knowledge of quality control regulations for Design/Build & Design/Bid/Build construction.
  • Ability to maintain records, prepare reports, and conduct correspondence related to work.
