Overview

The Office of Policy Planning and Resources in the Bureau of Public Diplomacy and Public Affairs (R/PPR) has a requirement for full-time support services from one Budget Analyst.

 

The Budget Analyst shall provide insight, assistance, and guidance on budgetary matters; support the preparation, administration, maintenance, review, analysis, and control of R/PPR’s budget; and maintain and assist in preparing financial records, plans, and reports. 

Responsibilities

  • The Budget Analyst will directly support the work of R/PPR’s Budget Unit (R/PPR Budget) and indirectly support the work of all of R/PPR by: 
  • Monitoring and tracking obligations and expenditures of budgeted funds from planning through execution. 
  • Maintaining formal records of obligations and expenditures and providing timely information to senior management. 
  • Mastering the use of financial software, if necessary, and financial database applications. 
  • Assisting the government client in the planning, development, testing, and implementation of budget and financial management systems, programs, and databases. 
  • Formulating a budget and developing and maintaining spreadsheets that accurately present budget/financial data. 
  • Developing and implementing standard operating procedures (internal controls) for financial/budget planning. 
  • Analyzing financial information accurately. 
  • Building and maintaining strong working relationships with colleagues. 
  • Contributing to the formulation, justification and execution of the current and out-year budgets. 
  • Assisting in the funding and acquisition of software, hardware, programs and licensing through interagency agreements. 
  • Developing narrative justifications linking budgets to levels of program effort. 
  • Liaising with office, bureau and department-level EX contacts. 
  • Collecting, analyzing, interpreting, and communicating to staff office, bureau and department-issued guidance. 
  • Preparing and reviewing periodic and ad-hoc budget execution reports for internal and external use. 
  • Monitoring and reporting on the status of funds. 
  • Updating cost or revenue projections.  
  • Developing data for, and participating in the negotiation of, reimbursable agreements

Qualifications

  • Significant familiarity or direct experience in working for the State Department. 
  • Thorough knowledge of budget processes, including demonstrated attention to detail and familiarity with financial concepts. 
  • Organizational skills and multi-tasking abilities. 
  • Critical and creative thinking and analytical skills. 
  • A Bachelor’s Degree is required for this position. 
  • A minimum of three (3) years of professional work experience related to budgeting or finance, preferably in a federal agency, is required for this position. 
  • Ability to obtain and maintain a security clearance at the Secret level. 
  • Familiarity with financial software used by the State Department, the Microsoft Office suite and management of financial databases involving multiple data sources.
