This is a non-personal services contract to provide Administrative, Analyst and Advisor Services that shall support the Bureau of European and Eurasian Affairs. The United States Government shall not exercise any supervision or control over contractor personnel, who are the service providers performing the services described herein. The contracted service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The incumbent’s primary duties are to provide clerical support to the Office Directors in the Bureau of European and Eurasian Affairs. The incumbent’s ability to perform adequately is based on a thorough knowledge of the responsibilities, the organizations of the office, and the nature of projects and their relation to the overall mission of the Department.

The Office of Emergency Management (A/OEM) is the Department of State organization responsible for fulfilling the Department’s responsibilities mandated by Presidential Policy Directive 40 (PPD-40), National Continuity Policy. The Department’s Continuity programs cover the full range of threats to national security that derive from natural disasters, military and terrorist attacks, technological emergencies, or other emergencies. The Diplomatic Continuity Programs Division (A/OEM/DCP), Office of Emergency Management is responsible for developing emergency and continuity plans and programs and an appropriate state of readiness that prepare the Secretary and the Department to respond to any national security emergency. The scope of this requirement encompasses obtaining Planning/Operations support, Facility Management, Facility Operations, and Administrative support for continuity planning services necessary for assistance in the design, development, implementation, deployment, operations, and maintenance for the Bureau’s continuity specific facility management and oversight, continuity policy preparations, continuity planning and operations, and executive administrative support. The services acquired will also include logistical program management and administrative support necessary for the preparation and update of systems and facility management documentation and related services. The tasks described below will be performed as a part of a development team including other contract and government personnel.

The purpose of this task order is to provide professional service personnel to support the OIG Office of the Executive Director, IT Operations Directorate, through subject matter expertise with project management for large complex projects related to EX/IT’s mission-centric approach to IT operations focused on customer service, collaboration, and innovation.   OIG is seeking support from a contractor to assist the Government in providing project management and business analyst support services for the U.S. Department of State, Office of Inspector General (OIG). The objective is to support EX/IT and OIG program office mission needs by identifying business requirements, initiating, and managing projects, and supporting a comprehensive approach to IT across OIG. All work must conform to OIG’s enterprise policies and procedures, including but not limited to IT governance and management.

NEA/AC is responsible for coordinating U.S. foreign assistance to the entire NEA region, totaling over $8 billion annually, including by providing policy direction and operating guidance to officials in Washington and at NEA posts responsible for the implementation of regional assistance programs; overseeing strategic planning, budgeting, and monitoring and evaluation for the Bureau; and providing grants management of foreign assistance awards for the NEA Bureau and, when needed, for overseas NEA posts.  NEA/AC also has responsibility for directing, managing, and implementing the Middle East Partnership Initiative (MEPI), the Near East Regional Democracy (NERD) program, and the bilateral assistance program in Iraq.

The United States Department of State, Bureau of Political-Military Affairs, Office of the Directorate of Defense Trade Controls (PM-DDTC) is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). DDTC regulates temporary and permanent exports and the temporary import of defense articles, defense services, and technical data involving items on the United States Munitions List (USML). DDTC regulates the brokering of defense articles, defense services, and technical data. DDTC maintains the registration of manufacturers, exporters and brokers and issues export authorizations. DDTC administers the commodity jurisdiction process, a formal USG decision process to determine which specific items are controlled by the USML or by the Department of Commerce’s Export Administration Regulations. DDTC ensures compliance with the ITAR and AECA through its support of criminal enforcement actions undertaken by the Department of Justice, civil enforcement actions initiated in-house, disclosure program through which companies are encouraged to report violations they have discovered, and pre- and post-license checks to confirm that goods are being shipped as authorized by the export license.
