The Bureau of Overseas Buildings Operations (OBO) directs the worldwide overseas building program for the U.S. Department of State. This position is in the Bureau of Overseas Buildings Operations, Program Development, Coordination, and Support Directorate, Office of Design and Engineering, Electrical Engineering Division (OBO/PDCS/DE/EE). DE serves as OBO's code officials and provides design, research, and technical assistance bureau-wide for all Department of State (DOS) facilities overseas. Within DE, EE is responsible for all aspects of electrical engineering design, telecommunications, and emanations security for our embassy facilities worldwide, new, and existing, including maintaining an up-to-date set of design criteria for this type of work. The Division's electrical engineers conduct surveys on existing facilities, provide troubleshooting, and on-site consultations for resolution to electrical engineering problems. EE covers power systems from point of connection to the local commercial power system to the on-site transformer substations, on-site standby power plants, exterior and interior power distribution, and lighting (area and security) systems. The Division prepares scopes of work and provides design review services for both post-initiated projects and in support of all OBO's capital and non-capital projects. Responsibility for telecommunications and emanations security - RF and acoustical shielding and cabling systems for classified and unclassified data and voice to monitoring, testing, and acceptance of the finished related systems. Electrical engineering systems include, but are not limited to, electrical power distribution systems (low and medium voltage), telecommunications cabling infrastructure, prime power generating plants, interior and exterior lighting, equipment and devices, radio frequency (RF), and acoustical shielding.
These positions are located in J/SEAS. The Management Analyst will support J/SEAS in many areas, including by relaying information that has a broad impact on office operations, and are responsible for maintaining appropriate and clear channels of guidance and communication throughout the Department of State, high caliber administrative support, and effective task management. This position is located in the Bureau of Oceans and International Environmental and
Scientific Affairs (OES), Office of Policy and Public Outreach (PPO) and will report directly
to OES/PPO’s Public Diplomacy (PD) team lead. The position develops press guidance,
media notes, original social media content, and other materials for distribution within and
outside the Department. More specifically, the position shall coordinate the production of
public messaging and engagement related to U.S. government positions on climate change
and other OES priorities. The Contractor shall also organize major conferences and public
outreach activities managed by PPO on behalf of OES. In this role, the Contractor shall work
with other members of PPO, the OES office of Global Change (EGC), and the Office of the
Special Presidential Envoy for Climate (SPEC). The Contractor shall back up the other
members of the PD Team. This position requires a current Secret security clearance.
The position shall work with State Department personnel in developing press guidance and
social media on a range of OES priorities, especially climate change, and managing
conferences and public outreach events. The contractor shall develop and execute messaging
and events. The contractor shall coordinate among a range of interested Department offices,
specifically PPO, EGC, and SPEC as well as other U.S. agencies. The contractor shall support
the development and review of climate change communication strategies and
plans.
Under this task order, the Contractor shall work directly with the DRL/MLGA office, U.S. Department of State (DOS) to support DRL/MLGA’s mission to coordinate and implement bureau policy on transnational repression, including reviewing Interpol Red Notices. Office of Design and Engineering (DE) provides expertise in architecture, landscape. architecture; space programming; space planning; interior design; graphic design; sustainability civil structure, seismic, blast, geotechnical, electrical, and mechanical engineering; energy; telecommunications; and security.
